Who We Are
RAZ-32 (Rural Alliance Zone – 32) is a partnership between Monroe Central, Randolph Central, and Randolph Eastern School Corporations (Founding Districts) and other participating high schools created to expand career pathway opportunities for high school students in Randolph County. By sharing career classes, instructors, and resources, these districts provide students with greater access to career and technical education (CTE).
In collaboration with the Randolph County Commissioners, Empower Schools, Ivy Tech Community College (Richmond campus), and local businesses, RAZ-32 offers hands-on training in high-demand fields. Juniors and seniors from area high schools can enroll in CTE courses at RAZ-32 participating high schools. For example, a Union City High School student can take Precision Machine Technology at Winchester High School, training to become a CNC Machinist or Industrial Maintenance Technician.
What We Do
RAZ-32 connects students with real-world career training, work-based learning, industry certifications, and dual-credit opportunities. Students can take career-focused courses at any participating school, regardless of their home district.
By uniting schools and industry partners, RAZ-32 ensures students gain valuable skills and experience, preparing them for college, certification programs, or direct entry into high-wage careers.

Our Mission
Our mission is to create sustainable, meaningful career pathways for high school students in Randolph County by developing collaborative partnerships between schools, postsecondary education, businesses, and community stakeholders leading to higher graduation rates, increased industry certification, enrollments in postsecondary education/training, and placement into good and promising jobs resulting in success in school, career, and work.
Student Focused Goals
Enrollment and Completion
- Enrollment: Each participating or member school district will enroll 15% of their incoming junior grade-level students in a RAZ-32 shared pathway by May for the upcoming school year.
- Completion Status: 90% of students enrolled on Official Count Day will complete their RAZ-32 Year 1 or Year 2 pathway by the end of the school year.
- Completion: 85% of students participating in a RAZ-32 shared pathway will achieve CTE Concentrator status before or at the conclusion of the second year.
Technical Skills Attainment
- Dual Credit: 85% of first-year pathway students with access to dual credit coursework will complete three dual credit courses, earning a total of nine (9) or more dual credits by the end of the school year.
- Industry Certification: 50% of students who achieve Concentrator Status in a RAZ-32 shared pathway will earn a CT, TC, or Industry Certification by the end of the school year.
Employer Engagement Goals
- Employer Engagement: 100% of first-year students will participate in at least four employer engagement activities by the end of the school year.
- Work-Based Learning: 70% of second-year students in a RAZ-32 shared pathway will successfully complete a school-based, employer-placed work-based learning experience, or an apprenticeship by the end of the school year.
- Employment: 50% of the capstone students participating in an employer WBL experience or apprenticeship will gain permanent employment with the company or organization after high school graduation.
